Level 3 Communications Inc. and Nokia Corp. on Tuesday each announced layoffs. Level 3 is shedding 150 positions, mostly among directors and other higher-level execs. Nokia, hit hard by the recession and declining cell phone demand, is retooling to depend more on third-party developers. The changes impact 450 Nokia workers.
